The Town of Lysander, Town of Van Buren, and Village of Baldwinsville are currently working on a Joint Local Waterfront Revitalization Program (LWRP), a collaborative effort focused on strengthening waterfront resources, improving resilience to flooding, and enhancing public access and recreational opportunities.
The LWRP is a locally prepared, comprehensive land and water use program focused on the community’s designated inland waterways, including the Seneca River and Oswego River. The LWRP will also include a Harbor Management Plan to help guide and manage water-dependent uses.
- Authorized by the New York State Coastal Management Program
- Reflects a shared community vision shaped by public input
- Balances natural resource protection with waterfront economic development
- Ensures that future projects within the coastal area are consistent with local policies, promoting sustainable use and preventing resource impairment.
The project team is looking for public input regarding their plans. This is an opportunity for our community to help shape the plans they develop.

Some comment ideas that you might feel strongly about:
- Flood Mitigation
- Collaborate with hydroelectric plants to improve water level control.
- Pressure NYS to update Rule Curves for Seneca and Cayuga Lakes.
- Develop Rule Curves for Seneca River from Cayuga Lake to the Baldwinsville dam.
- Call on State Legislature to aggressively move forward with the Upstate NY Flood Mitigation Task Force recommendations, including the creation of a permanent standing committee to manage water levels across the entire Oswego River Basin, the purchase and restoration of disconnected flood plains including those in Montezuma Wildlife Preserve, and the many other worthwhile recommendations from that Task Force.
- Invasive Species control
- Pursue grants and other funding to expand the County Soil and Water mitigation efforts against water chestnuts and other invasive weeds, along both private and community shorelines. Engage DEC and Canal Corporation to become more involved as partners in those efforts.
- Public Use areas
- Work with DEC and Erie Canalway National Heritage Corridor to increase signage and education that emphasize clean water habits like Carry In/Carry Out and Clean, Drain, Dry.
